Treatment Management In ECHS

Ex-servicemen Contributory Health Scheme (ECHS) was launched wef 01 Apr 03 as a mandatory scheme whereas it is optional for those retired on or before 31 Mar 03. The beneficiaries include retired pensioners of Army, Navy, Air Force, Coast Guard, SFF and Nepal Domiciled Gorkhas (NDGs). Assam Rifles may be added as and when approved by the Govt. At present, being ESM and defence pensioner is the mandatory criteria for ECHS membership. 

The treatment is provided through a chain of Polyclinic (PCs), Service Hospitals, Govt Hospitals and Empanelled Hospitals. Since ECHS primarily serves middle & old age veterans and their dependents, it is therefore essential that the procedures are user-friendly while optimizing the allocated budget and preventing unfair practices. It has been experienced that majority of problems being faced by ECHS beneficiaries are primarily due to lack of clarity on rules and regulations at all ends, be it the beneficiary, ECHS Staff at different echelons, service and empanelled hospitals. The problem is further compounded due to subjective interpretation of rules and regulations.

  • Always keep your pension account jointly with your spouse (Either or Survivor)
  • All family pensioners must give the nomination to their pension account.
  • Update your pass book entries regularly.
  • Collect Pension slip from the bank every month and keep it safe.
  • Link your Aadhar Number and PAN number with your Pension Account.
  • Name of your spouse in the PPO and in the Bank account must be same.
  • If your and your spouse date of birth is not with your Bank please submit your school certificate, Aadhar card, PAN card, Voter ID to Bank for recording your Date of Birth.
  • Do not forget to give Life Certificate to the Bank in November every year.

  • Fixed medical allowance @100 was introduced wef 01 Dec 1997.
  • Fixed medical allowance @1000 was increased wef 01 Jul 2017.
  • ECHS members not eligible for the medical allowance.
  • ECHS facility is now extended to the dependents for ex-recruits boarded out are drawing disability pension.
  • ECHS made compulsory for those discharged after 01 Apr 2003.
  • There is no fee for pre 01 Jan 1996 pensioners to join this scheme.
  • From 29 Dec 2017, the rates have been increased (from recruit to Hav rank 30000 from Nb Sub to Hon Capt and equivalents 67000 and for all officers 120000).
  • If you are having a 32kb individual white card, you can use up to Dec 2020.
  • If you are having Temporary ECHS slip, you have to apply for New Card.
  • If you have lost your ECHS card, you have to apply online for a new card.
  • If you are a member of ECHS make sure that you are not pail fixed medical allowance. If you are paid, write a letter to the bank to stop it otherwise your ECHS Card will be suspended.
  • War disabled pensioners and widows are exempted from paying ECHS contribution.
  • If you are having old 16kb Card, you have to change it before sep 2018.

Ex-Servicemen Contributory Health Scheme (ECHS) came into effect on 01 Apr 03 as a public funded Government Health Scheme for the provision of medical care to Ex-Servicemen (ESM) in receipt of the pension or disability pension and their dependents including spouses (wife/ husband), legitimate children and wholly dependent parents. If you have not already done so, you may consider enrolling yourself as a member. Please contact the nearest ECHS Policlinic/Naval Station for detailed information and assistance in enrolling.
