  • All pre 01 Apr 1985 pensionerswho don't have PPO copy please apply, must make sure that their spouse name is there for family pension. If not apply for endorsement of family pension joint notifications immediately through ZSB to your records office.
  • If pensioners die before the age of 67, his spouse should get the same pension as her husband. from the date of death till the deceased attains the age of 67 or for 7 years whichever falls early.
  • The pensioners who completed 80 years of age are eligible to get a 20% increase in their basic pension as the additional pension. If you are not getting you have to apply to the bank with the proof of date of birth.
  • ESM can draw the pensions separately without any celling wef 01 Jan 1996.
  • DR for re-employed ex-servicemen with some conditions wef 18 Jul 1997.
  • DR is admissible to employed family pensioners without any condition wef 18 Jul 1997.
  • Minimum Ordinary family pension as per 7th CPC is 9000/- + DR wef 01 Jan 2016.

  • Always keep your pension account jointly with your spouse (Either or Survivor)
  • All family pensioners must give the nomination to their pension account.
  • Update your pass book entries regularly.
  • Collect Pension slip from the bank every month and keep it safe.
  • Link your Aadhar Number and PAN number with your Pension Account.
  • Name of your spouse in the PPO and in the Bank account must be same.
  • If your and your spouse date of birth is not with your Bank please submit your school certificate, Aadhar card, PAN card, Voter ID to Bank for recording your Date of Birth.
  • Do not forget to give Life Certificate to the Bank in November every year.

  • From 29 Dec 2017, the rates have been increased (from recruit to Hav rank 30000 from Nb Sub to Hon Capt and equivalents 67000 and for all officers 120000).
  • If you are having a 32kb individual white card, you can use up to Dec 2020.
  • If you are having Temporary ECHS slip, you have to apply for New Card.
  • If you have lost your ECHS card, you have to apply online for a new card.
  • If you are a member of ECHS make sure that you are not pail fixed medical allowance. If you are paid, write a letter to the bank to stop it otherwise your ECHS Card will be suspended.
  • War disabled pensioners and widows are exempted from paying ECHS contribution.
  • If you are having old 16kb Card, you have to change it before sep 2018.

After years of dithering, the Centre has finally acted on its promise of One-Rank, One-Pension (OROP).

In a September 30 letter addressed to the Chiefs of Army, Navy and Air Force, the Ministry of Personnel informed them about the notification on pension benefits as recommended by the 7th Central Pay Commission (CPC).

The Cabinet also approved the retention of the percentage-based regime of disability pension implemented post 6th CPC, which the 7th CPC had recommended to be replaced by a slab-based system.

The issue of disability pension was referred to the National Anomaly Committee by the Ministry of Defence on account of the representation received from the Defence Forces to retain the slab-based system, as it would have resulted in a reduction in the amount of disability pension for existing pensioners and a reduction in the amount of disability pension for future retirees when compared to percentage-based disability pension.

The Cabinet approved modifications in the recommendations of the 7th CPC relating to the method of revision of pension of pre-2016 pensioners and family pensioners based on suggestions made by the Committee chaired by Secretary (Pensions) constituted with the approval of the Cabinet. The modified formulation of pension revision approved by the Cabinet will entail an additional benefit to the pensioners and an additional expenditure of approximately Rs.5031 crore for 2016-17 over and above the expenditure already incurred in the revision of pension as per the second formulation based on fitment factor. It will benefit over 55 lakh pre-2016 civil and defence pensioners and family pensioners.

While approving the implementation of the 7th CPC recommendations on 29th June 2016, the Cabinet had approved the changed method of pension revision recommended by the 7th CPC for pre-2016 pensioners, comprising of two alternative formulations, subject to the feasibility of the first formulation which was to be examined by the Committee.

In terms of the Cabinet decision, pensions of pre-2016 pensioners were revised as per the second formulation multiplying existing pension by a fitment factor of 2.57, though the pensioners were to be given the option of choosing the more beneficial of the two formulations as per the 7th CPC recommendations.

In order to provide the more beneficial option to the pensioners, Cabinet has accepted the recommendations of the Committee, which has suggested the revision of pension based on information contained in the Pension Payment Order (PPO) issued to every pensioner. The revised procedure of fixation of notional pay is more scientific, rational and implementable in all the cases. The Committee reached its findings based on an analysis of hundreds of live pension cases. The modified formulation will be beneficial to more pensioners than the first formulation recommended by the 7th CPC, which was not found to be feasible to implement on account of non-availability of records in a large number of cases and was also found to be prone to several anomalies.

Providing relief to pensioners and ex-servicemen, Government on Wednesday approved major modifications in the 7th Pay Commission related to pay and pensionary benefits. The Union Cabinet chaired by Prime Minister Narendra Modi gave a green nod to the restoration of disability pension for defence personnel, along with the approval of pensions committee report for the ex-workforce of the central government. However, the Lavasa committee report related to allowances of Central Government employees was not taken up for review by the Cabinet.

Defence services personnel who had drawn lump sum payment on joining public sector undertakings or other autonomous bodies after release from the armed forces are in for a financial bonanza as their pension has not only been restored but would be revised in accordance with the latest benefits extended to other pensioners.

“Orders have been issued for restoration of full pension for those defence pensioners who had drawn lump sum on absorption in payment public sector undertakings or other autonomous bodies after expiry of commutation period of 15 years from the date of payment of 100 per cent lump sum amount,” a memo sent to the three Service Chiefs last week by the Department of Ex-servicemen Welfare states.

In order to further Narendra Modi government's Digital India-initiative, Principal Controller of Defence Accounts(Pensions), Allahabad has started issuance of electronic-Pension Payment Orders (e-PPOs) to the pensioners along with their Pension Disbursement Agencies viz., Banks, Defence Pension Disbursement Offices, Post Offices, etc. 

The service has now been extended to all defence pensioners including defence civilians. It began in the first phase for all Commissioned Officers and JCOs/ORs of Armed Forces from the month of October 2017. Principal Controller of Defence Accounts (Pensions), Allahabad, is the sole agency under the Ministry of Defence. It sanctions Pensions for the Defence Services, Indian Army, Coast Guard, Defence Research and Development Organization, General Reserve Engineer Force, Border Roads Organization, Military Engineering Services and other Defence organisations including Defence Account Department and Defence Civilians, a Ministry of Defence statement said.

The statement further said that the next step would be digitising pension documents received from 46 record offices and over 2900 Heads of Offices. This initiative by PCDA (P) will facilitate better implementation of OROP, the statement said.

e-Pension extend the benefit of e-governance to the pensioners. The aim of the scheme is to bring a positive deviation from the present system by minimising the physical movement of files and papers to minimise the processing time.

The e-governance system brings transparency in the system to make tracking and retrieval of records more effectively. The Narendra Modi government has since the very first day of coming to power has taken various steps to promote Digital India. The government is trying to make all the government services online. This initiative is another boost to the Digital India initiative.

Gratuity Officer

An officer who has completed 5 years qualifying service (actual) and is eligible for retiring /invalid/ special pension or gratuity of any type will be granted retirement gratuity equal to ¼th of the reckonable emoluments for each completed six monthly period of qualifying service subject to the maximum of 16 ½ times of the Reckonable emoluments which will be restricted to Rs. 10 lakhs. The term “reckonable emoluments “ include pay in pay band, grade pay, military service pay, NPA, if any, plus dearness allowance admissible on the date of retirement / invalidment

Expectation From Pensioner

Timely Submission of Pension Claims: Application for grant of pension /gratuity /commutation/revision should be submitted to Head of Office/RO concerned. The application should be submitted well in advance so that it reached the PCDA (P) Allahabad office (through HOO) at least three months before the date of your retirement. Only then it can be ensured that the Pension Payment Order (PPO) reaches you (through your HOO/RO) before your retirement.

Reminder /queries to know the status of a claim: There is thirty days drill for PCDA (P) office for notification of pension/Family Pension (and 60 days drill for Disability/WIP cases). Therefore once a pension claim is sent to the PCDA (P) office, reminders/FAX /queries regarding that claim should not be sent for at least 35 days (65 days for Disability /WIP cases) from the date your claim is sent by your RO/HOO to PCDA (P). The queries should be sent to the officer-in-charge of that section (which can be seen from 'Organisational structure' on this Website along with the references/letter number under which claim submitted.

Check the PPO: On receipt of an intimation memo relating to notification of your pensionary awards/copy of PPO, you should check that the pensionary awards have been notified correctly as per extant rules.

Corrections required in your PPO: If you feel that some correction is required in your PPO, you should contact your RO/Head of Office /Pension Disbursing Agency (PDA) for taking up the matter with Principal Controller of Defence Accounts (Pensions), Allahabad.

In case of any changes in your residential address, you should send an intimation to your PDA/HOO/RO

Annual identification: For Annual identification, you should appear before your PDA/submit Life Certificate failing which your pension may be stopped.

Loss of PPO: Where the P.P.O.(Pension Payment Order) notifying your pensionary awards has been lost you should make a request to your P.D.A. to furnish a Loss Certificate to the P.C.D.A.(P) to obtain a duplicate copy of P.P.O.

In case of re-employment in any Central or State govt./Autonomous bodies/Public Sector Undertaking, the full facts of re-employment should be given by you to your PDA (Pension Disbursing Authority) immediately after re-employment occurred. In the case of non-re-employment, a declaration to this effect may be given to your PDA, once a year in the month of May positively.

Details of family, post-discharge changes: In case you have married after retirement or have children born after retirement, please furnish full details with relevant certificates to your RO/HOO. In case the joint notification of your Family Pension is not done, please ensure that same is done immediately. You can take up the issue through your RO/HOO with the PCDA(P) or other Pension Sanctioning Authority (PSA)

In case there is a handicapped child, the details of your family members including the name of the handicapped child should be given to your RO/HOO and an acknowledgement should be obtained.

In the event of conviction by a court of law, full facts of the case should be reported to the PDA/P.C.D.A.(P).

Change of PDA: If you desire to draw your pension from another paying agency you should make a request to your current PDA for transfer of your pension account to the PDA from where you now desire to draw your pension. No reference is required to be made to the Pension Sanctioning Authority i.e. P.C.D.A(P), Allahabad for the change of PDA.

References to PCDA(P) Office: If you desire to make a reference to the office of PCDA(P), Allahabad on any issue, please quote your PPO No,(under which your PPO was originally sanctioned, and also latest Corrigendum PPO number) apart from other details.

For restoration of commuted portion of pension after 15 years, from the date of receipt of commuted value of the pension, please apply to the PDA on the prescribed form as PCDA (P) has got no role in this regard.

Please nominate the person to whom you want to authorise Life Time Arrear on your demise and submit the nomination form to your PDA. In case you want to change it please submit a change nomination form to your PDA to avoid hardship to your nominee to get the amount of Life Time Arrear.
